Everton are now working on a move for Kalvin Phillips from Manchester City with only loan signings on the cards for the rest of the transfer window, according to Mark Douglas.
The i News journalist reported via the outlet’s website on 12 August that there is “enthusiasm” at Goodison Park about landing the midfielder despite him struggling on loan at West Ham last season.
Phillips is a long-term target of Sean Dyche and will be allowed to leave the Etihad with Fulham and Ipswich both interested as well.
Budget concerns are said to be behind the decision to only pursue loan signings from now on, but a midfield replacement for Amadou Onana is wanted and Phillips is looking for “regular starts” to get his career back on track.
Everton could offer that but new signing Tim Iroegbunam has impressed in preseason and is reportedly set to start in the Premier League opener vs Brighton.

Everton have one more domestic loan slot open to them after bringing in Jack Harrison from Leeds United so if Dyche is intent on landing Phillips that would rule out any others from the Premier League.
Armando Broja has been subject of an enquiry and is keen to sign but can’t unless Dominic Calvert-Lewin leaves, while fellow Chelsea youngster Lesley Ugochuwku is a potential alternative to Phillips in midfield [Foot Mercato, 13 July].
If the Toffees are able to overcome Ipswich and Fulham for Phillips they would still have one international loan available after Jesper Lindstrom became the first from Napoli.

But it would appear the window will only stretch to seven new arrivals as things stand unless a free agent comes available or major departures bring in funds.
Tim Iroegbunam has signed for Everton from Aston Villa for an undisclosed fee, the 20-year-old central midfielder agreeing a three-year deal until the end of June 2027. ✍️

Jake O’Brien became the fifth addition of the summer from Lyon, and the third permanent signing after Iroegbunam and Iliman Ndiaye, in a more active window than has become the norm at Goodison Park.
But in the wake of Dan Friedkin’s takeover collapsing there have been suggestions that the finances will become very concerning again by as early as October [Kieran Maguire, 31 July], and that key sales will be unavoidable before the deadline [The Esk, 20 July].
So indications that there are now budget concerns might be a worrying hint of what is set to come.
